Socio-Economic Context
Kenya is East Africa’s largest economy and a lower-middle-income country with a population of over 50 million. While agriculture supports the majority of livelihoods, the sector remains highly vulnerable to climate shocks, contributing to persistent food insecurity—particularly in arid and semi-arid regions. Rapid urbanization, high youth unemployment, and malnutrition further challenge inclusive development. At the same time, Kenya plays a key humanitarian role by hosting one of Africa’s largest refugee populations. Strengthening local food systems, social protection, and climate resilience is critical to advancing Kenya’s Vision 2030 and achieving the Sustainable Development Goals.
Summary of SSTC Engagement
SSTC is recognized as a strategic mechanism to advance Kenya’s development priorities, including food security, climate resilience, social protection, rural transformation, and education. Kenya’s commitment to SSTC is institutionalized through key national frameworks such as the National School Meals and Nutrition Strategy (2018), the Agricultural Sector Transformation and Growth Strategy (2019–2029), the Kenya Social Protection Policy 2023, and their alignment with the Kenya Vision 2030.
Kenya has emerged as a committed SSTC provider, leveraging strengths in homegrown school feeding, climate-smart agriculture, and social protection systems. It is a founding member of the Global School Meals Coalition and leads robust initiatives such as the National School Meals Programme and the National Social Protection System support by the Kenya Social Protection Policy 2023 and delivery systems including the Enhanced Single Registry; the Consolidated Cash Transfer Programme MIS (CCTP); and the Community Development Management Information System (CDMIS).
Kenya’s experience in implementing effective policies and building resilient systems provides a solid foundation for SSTC. Through WFP-supported programmes, Kenya is well-positioned to offer technical support, host study visits, and share operational best practices.

Climate resilience
Kenya is advancing climate-resilient food systems through robust policy and institutional frameworks. The Kenya Climate Smart Agriculture Project (KCSAP) and the National Climate Change Action Plan guide national efforts to promote sustainable agricultural practices, reduce greenhouse gas emissions, and strengthen farmers’ adaptive capacity. Public-private partnerships and early warning systems are central to Kenya’s approach, enabling productivity gains while building resilience among smallholder farmers and vulnerable communities.

School Meals
Kenya has developed a nationally owned and government-led school feeding programme that now reaches approximately 2.6 million children. Guided by the National School Meals and Nutrition Strategy, the programme integrates local food procurement to support both nutrition and rural livelihoods. As a founding member of the Global School Meals Coalition, Kenya has emerged as a regional leader in sustainable school feeding, offering a scalable model that links education, nutrition, and local economic development.
Social Protection

Kenya’s social protection system is anchored in the Constitution of Kenya, the Kenya National Social Protection Policy 2023, the Vision2030 and operationalized through instruments and delivery systems such as the Enhanced Single Registry, a digital platform that consolidates socio-economic data to inform policy and effective management of social protection system. This registry underpins the National Safety Net Programme, which delivers cash transfers to vulnerable households, particularly in arid and semi-arid lands. The system enhances the government’s ability to respond to shocks and ensures coordinated, data-driven delivery of support to those most in need. Further, the system will continue to play a significant role in the targeting participants of future Economic Inclusion Programme participants.
